Haypp Closes Snusnetto in Sweden After Age Verification Ruling on Nicotine Deliveries

Haypp Group has stopped selling tobacco and nicotine products through its Swedish e-commerce platform Snusnetto after a court ruling raised new requirements for age verification at parcel lockers. The company is also introducing a new verification system across its other Swedish online stores to confirm the age of the person who physically collects an order.

The decision took effect on October 19, 2026, following Sweden’s Supreme Administrative Court declining to hear an appeal in a case involving the delivery of tobacco and nicotine products. The ruling leaves an earlier court decision in place, under which location-based BankID verification was not considered sufficient to verify the age of the actual recipient.

The development highlights a growing compliance challenge for online nicotine retailers: verifying the age of the person placing an order may not be enough when someone else could collect the package.

Haypp Ends Snusnetto Sales, Affecting Around 500 Customers

Haypp subsidiary Snusbolaget Norden AB has discontinued tobacco and nicotine product sales through Snusnetto following the court decision. The company said the platform had approximately 500 active customers and that the closure was not expected to have a material effect on Haypp Group’s financial results.

The company also informed the relevant licensing authority in Stockholm about the change.

Although Snusnetto is a relatively small part of the group’s business, the decision has wider implications for how nicotine products are sold and delivered online in Sweden. Retailers that use parcel lockers may need to reassess their age-verification procedures to ensure they meet the legal requirements.

Haypp operates 11 e-commerce brands across several markets in Europe, the United States, and Saudi Arabia, serving more than 1.1 million consumers, according to the company’s corporate information.

Why BankID and Location Verification Were Not Enough

The dispute centered on whether the existing process could reliably establish that the person collecting a tobacco or nicotine shipment was legally old enough to receive it.

BankID is used in Sweden for digital identity verification. Combined with location data, it can help establish that an authenticated user is near a parcel locker. However, the court proceedings addressed a separate question: whether those checks prove that the same verified individual actually opens the locker and takes possession of the goods.

The court ruling left in place the conclusion that this combination did not provide sufficient assurance of the recipient’s age at collection.

This distinction matters for online retailers because an order may be placed by one person but collected by another. A verification system that only checks the buyer’s identity may not adequately address that risk.

The case therefore places greater emphasis on age verification at the point of delivery, particularly when unattended parcel lockers are used.

Haypp Introduces a New Parcel-Locker Age Verification System

In response, Haypp is rolling out a new age-verification solution across its other Swedish e-commerce platforms. The company said the technology had been developed over approximately six months and is designed to verify the age of the individual who opens the parcel locker and collects the shipment.

The rollout began immediately after the October 19 announcement, with full implementation across the affected sites expected during October 2026.

Haypp has not disclosed the complete technical design of the new system. It has also not confirmed which technology partners, if any, are directly involved in the deployment.

The company expects the change to have a limited practical effect on most consumers, although customers who receive tobacco or nicotine products through parcel lockers may need to follow revised collection procedures.

Orders delivered through traditional staffed collection points are not affected by this specific change, because staff can check the recipient’s age when handing over a parcel.

Age Verification Is Becoming a Broader Industry Compliance Issue

The Swedish case reflects a wider shift in nicotine-product regulation. Age checks are increasingly being considered across multiple stages of the sales process, including online purchasing, retail transactions, delivery, and access to electronic devices.

In the United States, Reynolds American has reported incorporating age-verification requirements into a large network of contracted retail outlets. Separately, the U.S. Food and Drug Administration has discussed device-access restrictions in decisions and guidance relating to certain electronic nicotine delivery systems.

These approaches differ from Sweden’s parcel-locker issue, but they illustrate a common regulatory concern: age controls need to work at the point where a product is actually purchased, received, or used.

For nicotine pouches and traditional snus, which do not require an electronic device, online retail and delivery procedures remain important parts of the verification process.

Haypp’s legal and external affairs representative has also predicted that electronic age verification could become more widely used for tobacco and nicotine purchases in Sweden over the next two to three years. That timeline is the company’s forecast, not a formal government implementation deadline.

Similar compliance challenges are emerging in other markets, as explained in our report on the UK’s stricter e-cigarette retail rules and age-verification requirements.

What the Ruling Means for Online Nicotine Retailers

The immediate impact is most relevant to businesses that sell tobacco or nicotine products through unattended parcel lockers.

Retailers may need to review whether their systems verify the actual recipient rather than relying exclusively on the identity of the person who placed the order. They should also examine how verification records are maintained and whether their delivery partners can support compliant collection procedures.

The exact legal obligations for individual businesses depend on the applicable Swedish rules and how regulators interpret and enforce them. Companies should therefore seek current legal guidance rather than assume that the same technical solution will be suitable for every delivery model.

For e-commerce operators, the case demonstrates that age verification is not simply a checkout feature. It can affect fulfilment systems, delivery partnerships, customer experience, and the continued operation of an online sales channel.

Age verification is also being incorporated into product technology, as discussed in our report on Vuse Pro’s age-verification features and app-based access controls.

    Conclusion

Haypp Group’s decision to close Snusnetto’s tobacco and nicotine sales after Sweden’s latest age-verification ruling shows how delivery procedures can directly affect online nicotine businesses.

The company is introducing new technology to verify the age of the person who physically collects a parcel from a locker, while other retailers may also need to assess whether their existing systems meet the legal standard.

As regulators place greater emphasis on verification throughout the purchasing and delivery process, reliable age checks are becoming an increasingly important part of compliance for online tobacco and nicotine retailers.
