Igeekphone News July 7, 2026 – Pennsylvania’s latest Electronic Nicotine Delivery Systems (ENDS) Pending Certifications list is providing one of the clearest snapshots yet of how the legal U.S. e-cigarette market could evolve over the coming years.
Updated by the Pennsylvania Office of Attorney General on June 26, 2026, the pending directory identifies manufacturers and products that have applied for inclusion in the state’s official ENDS directory. While the list does not reflect current market share or sales performance, it serves as an important indicator of which brands are positioning themselves for long-term access to one of the world’s most tightly regulated vaping markets.
More Than a Product List
Pennsylvania’s pending certification list is far more than a catalog of vaping products currently available in stores. Instead, it represents a pipeline of brands seeking eligibility to participate in the state’s legal retail market under its evolving regulatory framework.
The latest update includes established international tobacco companies and leading vaping brands such as Vuse Alto (British American Tobacco), Logic (Japan Tobacco International), JUUL, blu (Imperial Brands), and NJOY (Altria).
Alongside these industry veterans are emerging Chinese brands including OXBAR and LYCO, as well as well-known American e-liquid manufacturers such as Vapetasia, Coastal Clouds, Twist E-Liquid, and Juice Head.
Together, the list offers valuable insight into the competitive landscape that may define Pennsylvania’s future legal vaping market.
PMTA Compliance Remains the Key to Market Access
Pennsylvania’s ENDS directory is built around federal regulatory requirements rather than an open registration system.
Under Act 57 of 2025, manufacturers seeking inclusion must demonstrate compliance with the U.S. Food and Drug Administration’s regulatory framework. Eligible products generally fall into one of two categories:
- Products that have received an FDA Marketing Granted Order (MGO).
- Products with a Premarket Tobacco Product Application (PMTA) currently under FDA review.
As a result, inclusion on the state’s pending list indicates that a product has met the initial eligibility requirements for state-level certification, rather than reflecting its commercial popularity.
For manufacturers, regulatory readiness has become just as important as consumer demand.
Global Tobacco Companies Continue to Strengthen Their Position
The updated pending directory covers 22 manufacturers, 42 product brands, and more than 600 individual SKUs, spanning nearly every major segment of the U.S. vaping market.
Large multinational tobacco companies continue to dominate the closed-system category.
Products listed include:
- Vuse Alto (British American Tobacco)
- Logic (Japan Tobacco International)
- JUUL
- blu (Imperial Brands)
- NJOY (Altria)
These brands primarily focus on closed, cartridge-based vaping systems designed to meet evolving regulatory standards.
Meanwhile, established American open-system e-liquid brands—including Vapetasia, Coastal Clouds, Twist E-Liquid, and Juice Head—remain active participants, demonstrating that open-system products continue to pursue legal market access despite increasing regulatory scrutiny.

Chinese Disposable Vape Brands Expand Their U.S. Regulatory Presence
One of the most notable developments is the growing presence of Chinese vaping brands within Pennsylvania’s certification process.
Unlike multinational tobacco companies, which largely focus on closed pod systems, Chinese manufacturers are primarily participating through the disposable vape segment.
The OXBAR brand appears on the pending list under YME Technology Limited, a Hong Kong-registered company. Public records indicate that OXBAR products are operated by Shenzhen Alermi Technology Co., Ltd., while YME Technology has previously served as the responsible manufacturer for OXBAR products registered under the European Union’s Tobacco Products Directive (TPD) framework.
The Pennsylvania filing includes products from OXBAR’s Magic Maze disposable vape series, suggesting the company is extending its regulatory strategy beyond Europe into the U.S. market.
Another Chinese brand, LYCO, is listed under Shenzhen IVPS Technology Co., Ltd. Publicly available information shows that LYCO’s primary products include its Mini Box rechargeable disposable vape series, which also appears in the Pennsylvania application.
Chinese manufacturing also continues to play a significant role behind internationally recognized brands. For example, the Pennsylvania filing identifies Shenzhen Smoore Technology Limited as the manufacturer for Logic, the vaping brand owned by Japan Tobacco International.
This highlights the continued importance of Chinese manufacturers, both as independent brands and as key suppliers within the global vaping industry.

Regulation Is Reshaping Competition
The Pennsylvania ENDS Pending List illustrates a broader shift in how competition is developing within the U.S. vaping industry.
Historically, success depended largely on brand recognition and retail sales. Increasingly, however, long-term competitiveness depends on regulatory compliance and the ability to secure authorization under both federal PMTA requirements and state-level directory systems.
As more U.S. states adopt ENDS directory regulations, manufacturers must now compete not only for consumers but also for continued legal market access.
International tobacco companies continue to strengthen their position through compliant closed-system products, while Chinese brands are seeking opportunities in the disposable vape category. As Pennsylvania approaches its October 2026 enforcement deadline, the state’s directory is expected to influence retailer product selection, distributor purchasing decisions, and manufacturers’ product strategies.
More broadly, Pennsylvania’s evolving regulatory framework may serve as an early indicator of how the legal U.S. e-cigarette market will develop in the years ahead, offering valuable insight into which companies are best positioned to succeed in an increasingly compliance-driven industry.
