Four CrossBar 20K disposable e-cigarette variants registered under Blue Nine LLC have appeared on Pennsylvania’s electronic nicotine delivery system (ENDS) directory, drawing attention to a high-capacity product line as the state enforces restrictions on unlisted vaping products.
The four entries cover two tobacco-labeled products and two menthol-labeled products. According to product packaging reviewed by 2Firsts, each device contains 13mL of e-liquid, has a 2,000mAh battery, and uses a 0.9Ω mesh coil. The manufacturer advertises a maximum of 20,000 puffs per device.
Their appearance on Pennsylvania’s list is notable because the devices have substantially larger e-liquid reservoirs and higher advertised puff counts than many conventional disposable e-cigarettes. However, the state directory listing should not be confused with FDA marketing authorization, and the regulatory relationship between these products and earlier CrossBar filings remains unclear.
Pennsylvania Directory Includes Four CrossBar 20K Variants
Pennsylvania’s ENDS directory contained 163 product entries in the October 18, 2026, listing reviewed by 2Firsts. Of those entries, 15 were disposable e-cigarette products, including four CrossBar 20K variants.
The state began enforcing its directory-related sales restrictions on October 19, 2026. The listing system has consequently become an important reference for businesses assessing whether products meet Pennsylvania’s requirements for sale and distribution.
The four CrossBar entries are registered under Blue Nine LLC. All share the CrossBar 20K name and the same principal hardware specifications, while differing in their product names, flavor classifications, packaging, and UPC identifiers.
Their inclusion places the series among the disposable products listed by Pennsylvania. It does not, by itself, establish federal authorization or settle questions about the regulatory status of every product configuration.
CrossBar 20K Specifications: 13mL Reservoir and 2,000mAh Battery
Product packaging identifies a 13mL e-liquid reservoir, a nicotine concentration of 50mg/mL, a 2,000mAh battery, and a 0.9Ω mesh coil. The devices are described as rechargeable, non-refillable disposables.
The brand advertises up to 20,000 puffs per unit. That figure should be understood as a manufacturer-stated maximum rather than an independently verified measure of actual use.

The flattened body has CrossBar branding on the front and a mouthpiece at the top. Packaging prominently displays the puff-count, e-liquid-capacity, and battery-capacity figures, with additional product information on the side panels.
Although the advertised specifications distinguish CrossBar 20K from smaller disposable devices, puff-count claims alone do not establish real-world lifespan. Usage patterns and testing conditions can affect the number of puffs obtained from a device.
Four Listed Products Fall Into Tobacco and Menthol Categories
Pennsylvania’s directory identifies four CrossBar 20K products:
| Product name | Listed category | UPC |
|---|---|---|
| Butterscotch Tobacco | Tobacco | 850071163377 |
| Raspberry Wafer Tobacco | Tobacco | 850071163391 |
| Blue Razz Ice Menthol | Menthol | 850071163414 |
| Miami Mint Menthol | Menthol | 850071163438 |
The two tobacco-labeled products use butterscotch and raspberry-wafer descriptions. The other two carry berry-and-cooling or mint-related names.
These names provide a broad indication of how the variants are presented, but they do not disclose the complete e-liquid formulations. The four products share the principal published hardware specifications, with product identification and packaging distinguishing one variant from another.
The listings also illustrate how a single device series can occupy several entries in a state directory when individual product variants have separate identifiers.

Packaging References New York Design and Japanese-Origin Flavoring
CrossBar 20K packaging includes the statements “Designed in New York,” “E-liquid flavoring originated from Japan,” and “Tendered with love in the USA.”
The listed e-liquid ingredients include glycerol, nicotine salts, propylene glycol, and flavoring. These statements describe the product’s presentation and certain claimed origins, but they do not independently establish where the finished devices are assembled or where their e-liquid is manufactured.
Historical FDA records provide additional context for CrossBar’s earlier U.S. operations. A product-listing export previously reviewed by 2Firsts contained 12 historical CrossBar product records, including eight e-cigarette products and four bulk e-liquid products.
An FDA establishment-registration export dated October 22, 2026, identified a facility associated with Romo LLC in London, Kentucky. The record listed manufacturing, labeling, packaging, and storage activities.
Romo LLC has been associated with earlier CrossBar products. However, the existence of a historical establishment record does not establish that the same facility manufactures, fills, or assembles the newer 13mL CrossBar 20K devices.
The final assembly location, e-liquid filling site, and supply chain for the newer products have not been established by the records reviewed.
CrossBar Accounts for Four of Pennsylvania’s 15 Disposable Entries
The composition of Pennsylvania’s October 18 directory provides further context for the listings.
According to 2Firsts’ review, the 163 entries involved seven manufacturers. The disposable category contained 15 entries: four CrossBar 20K products, four NJOY DAILY and DAILY EXTRA products, and seven e Cig 4 Inmate products.
Within that group, CrossBar 20K was the only series identified with a 13mL reservoir and an advertised maximum of 20,000 puffs.
For comparison, a single NJOY DAILY disposable contains approximately 0.9mL of e-liquid. On a simple volume basis, CrossBar 20K’s listed 13mL capacity is about 14.4 times greater.
A capacity comparison, however, does not establish equivalent nicotine delivery, usage duration, or product performance. Devices can differ in their design and operation, so reservoir size and advertised puff count should not be treated as interchangeable measures.
The October directory also included products associated with established brands such as Vuse, NJOY, Logic, and JUUL. Contemporary disposable lines including Geek Bar, RAZ, and Lost Mary were absent from the list reviewed by 2Firsts.
The directory is a snapshot of listed products at a particular time. Absence from that version alone does not explain the regulatory circumstances of any individual product or establish the reason it was not listed.
Pennsylvania Listing Rules and Federal Authorization Are Different
Pennsylvania’s Act 57 of 2025 established requirements affecting the sale and distribution of e-cigarette products that are not included in the state’s ENDS directory. The state announced that enforcement could begin on October 19, 2026.
According to the state’s enforcement guidance, businesses selling or offering unlisted products may face civil penalties, with additional consequences possible for repeat violations. The precise requirements and consequences depend on the applicable law and circumstances.
Pennsylvania’s directory can include products meeting specified statutory eligibility routes. Those routes include FDA marketing authorization and certain qualifying historical premarket tobacco product application (PMTA) submissions, subject to the relevant legal conditions.
A Pennsylvania directory listing is not equivalent to FDA marketing authorization. The state listing and federal review process serve different legal purposes, and inclusion in one should not be presented as proof of approval under the other.
This distinction matters when interpreting the CrossBar 20K entries. The available directory information establishes that four variants were listed; it does not, on its own, establish that FDA has authorized those exact products for marketing.
The legal position is also important: our report on the Pennsylvania court ruling upholding the Act 57 vape directory law explains why the state’s sales restrictions were allowed to proceed.
The Unresolved Question: How Do the 13mL Devices Relate to Earlier CrossBar Filings?
CrossBar’s newer products also raise questions about their relationship to the brand’s earlier e-cigarette models and associated PMTA history.
A 2Firsts report published on October 22, 2026, identified historical CrossBar products with 1.3mL e-liquid capacities and records associated with Romo LLC. Those earlier products had a PMTA history dating to 2020.
The newer CrossBar 20K devices list a 13mL capacity—ten times the volume of the earlier 1.3mL products—and have a different form factor and substantially higher advertised puff count.
Public state-directory records indicate that some newer 13mL CrossBar products appeared in U.S. state directories beginning in 2025 under entities including Blue Nine LLC.
These records create a question about whether the newer devices have a regulatory relationship to the earlier products. They do not, however, establish that the same PMTA applications cover both generations.
FDA procedures permit certain amendments to pending applications and provide a process for transferring application ownership. But an amendment cannot simply be used to add entirely new products to an existing PMTA; additional products require separate applications.
A PMTA compliance expert previously interviewed by 2Firsts identified application amendments and ownership transfers as possible mechanisms worth examining in the broader history of CrossBar products.
Neither mechanism has been confirmed as the explanation for CrossBar 20K’s inclusion. The public information reviewed does not establish whether the earlier 1.3mL devices and the newer 13mL products are covered by the same applications or have another qualifying regulatory relationship.
Further documentation would be needed to resolve that question.
What the CrossBar 20K Listings Mean for the Market
The four CrossBar 20K entries stand out in Pennsylvania’s October directory because of their large stated e-liquid capacity and high advertised puff count. Their listing also highlights the importance of state-level product directories for businesses assessing market access.
At the same time, several questions remain open. Historical establishment records do not establish the manufacturing origin of the new devices, and the available public information does not confirm the regulatory relationship between the newer 13mL products and earlier CrossBar PMTA filings.
The distinction between state listing and federal marketing authorization is equally important. Directory inclusion provides information about a product’s position under Pennsylvania’s system, but it should not be interpreted as a substitute for determining its status under federal law.
For now, the clearest conclusion is limited but significant: four CrossBar 20K variants registered under Blue Nine LLC appeared on Pennsylvania’s ENDS directory, with packaging specifications that set them apart from many of the other disposable products listed. Their broader regulatory history remains a separate question requiring further evidence.
