Russia has officially entered the first stage of its mandatory digital labeling system for reusable electronic cigarette devices, marking a major shift from the country’s previous voluntary tracking program.
Under the implementation schedule published by Russia’s national product identification system, Chestny ZNAK, manufacturers, importers and other businesses handling covered products must register with the digital labeling system from September 1, 2026.
Russia’s latest move adds another layer to its evolving vape regulation and nicotine-product compliance framework, particularly for manufacturers and importers selling reusable devices in the country.
The next major deadline comes on December 1, 2026, when newly manufactured or imported products covered by the rules will be required to carry digital identification codes and be reported as entering the Russian market.
The phased approach means September is primarily a registration and system-integration milestone rather than the date when every covered device must immediately carry a code.
September Registration Comes Before Mandatory Product Coding
The new requirements apply to reusable electronic cigarettes and similar personal vaporizing devices that have been brought into Russia’s digital product-tracking framework.
From September 1, manufacturers, importers and other relevant market participants are required to complete registration with Chestny ZNAK and establish the necessary technical connection to the system.
Starting December 1, newly produced and newly imported covered devices will need to receive the required digital identification marks. Businesses will also have to submit information confirming that the products have entered circulation.
This distinction is important for companies preparing for the new rules. The September deadline begins the mandatory registration phase, while the December deadline introduces the main product-labeling requirement.
New Guidance Targets Importers of Foreign-Made Devices
As the mandatory registration stage began, Chestny ZNAK also published operational guidance covering products manufactured outside Russia.
Under the process, the importer becomes the first owner of the goods after they enter the Russian market and is responsible for completing the relevant registration and contractual procedures.
Importers must also coordinate product information, identification codes and market-entry data through the digital system.
For overseas manufacturers and their Russian distribution partners, the immediate priority is therefore to make sure their accounts, product records and import procedures are ready before the December labeling deadline.
Digital Tracking Will Continue Into 2027
Russia’s labeling system does not end once identification codes are applied to products.
The current implementation schedule extends the reporting requirements into 2027. From June 1, 2027, reporting obligations for products moving through the supply chain are scheduled to become more extensive.
A further milestone is planned for December 1, 2027, when information concerning products leaving circulation will also become subject to mandatory reporting.
The rules also provide transitional arrangements for certain products manufactured or imported before December 1, 2026. Some imported products purchased before that date but cleared through customs afterward may also qualify for a limited period in which the required labeling can be completed.
As a result, the policy should be viewed as a broader digital traceability system, rather than simply a requirement to place a code on an individual package.
From Voluntary Testing to Mandatory Compliance
The latest requirements follow an earlier voluntary labeling experiment.
Russia began testing digital identification for reusable electronic cigarettes and similar devices in July 2025. The voluntary phase gave manufacturers, importers and other businesses an opportunity to connect their operations with the Chestny ZNAK system and test the required data flows.
Regulators subsequently worked on a mandatory implementation timetable while allowing additional preparation time for businesses and technology providers.
In May 2026, the Russian government approved Resolution No. 577, establishing the framework for bringing the relevant electronic cigarette devices into the mandatory labeling system.
The result is a phased schedule: registration in September 2026, mandatory product coding from December 2026, followed by expanded circulation and end-of-life reporting in 2027.
The New Rules Focus on Device Hardware
One important point is that the September and December requirements should not be interpreted as meaning that every electronic cigarette or nicotine product in Russia suddenly became subject to the same labeling requirement.
The latest expansion specifically targets reusable electronic cigarette devices and similar personal vaporizing hardware.
